Map All NYC Immigrant Enclaves Fairly

New York City Mayor Zohran Mamdani's administration recently released an official "Immigrant Enclaves" map intended to recognize the city's rich mosaic of ethnic neighborhoods. However, the initial map drew immediate criticism for omitting iconic communities — including Little Italy in Manhattan and the Bronx, as well as historic Irish, German, and Jewish enclaves — while highlighting other groups. The omissions sparked a public backlash, prompting the Mayor to promise revisions and pledge to add Little Italy and other snubbed neighborhoods.

These historic European-immigrant communities are as much a part of New York City's identity as any other enclave. Little Italy (Manhattan), the Belmont neighborhood in the Bronx, the historic Yorkville German quarter, the Irish enclaves of Woodlawn and Woodside, and the Jewish neighborhoods of the Lower East Side and Borough Park all represent generations of immigrant struggle, cultural contribution, and community building that shaped the city. Excluding them from official maps, heritage-district designations, and cultural grant allocations administered by the NYC Department of Cultural Affairs sends a message that some immigrant histories matter more than others.

Constituents are urging the Mayor and the New York City Council to ensure that the final, revised Immigrant Enclaves map — and all associated heritage-district designations and NYC Department of Cultural Affairs grant programs — apply a consistent, historically grounded, and ethnically inclusive standard that gives equal recognition to all of New York City's immigrant communities, regardless of national origin or ethnicity.

Hello, I am an assistant calling on behalf of a constituent, {{first_name}} {{last_name}} from {{city}}, {{state}} zip code {{zip_code}}. The constituent is calling to urge {{representative_name}} to support full, equitable representation of all of New York City's historic immigrant enclaves — including Little Italy in Manhattan and the Bronx, Irish, German, and Jewish neighborhoods — on the city's official Immigrant Enclaves map and in all related heritage-district designations and NYC Department of Cultural Affairs cultural grant allocations. The city's initial map omitted these long-established communities, sparking widespread criticism. While the Mayor has promised revisions, the constituent wants to see the City Council take action to codify a clear, consistent, and ethnically inclusive standard for how neighborhoods qualify for enclave recognition and cultural funding — so that no immigrant community is excluded based on national origin or ethnicity. The constituent respectfully asks {{representative_name}} to: 1. Support or sponsor legislation requiring the NYC Department of Cultural Affairs and the Mayor's Office of Immigrant Affairs to apply a transparent, historically grounded, and non-discriminatory eligibility standard to the Immigrant Enclaves map and all associated grant programs. 2. Publicly call for the immediate inclusion of Little Italy (Manhattan and the Bronx), Irish, German, and Jewish historic enclaves in the revised map. 3. Hold oversight hearings to ensure the revision process is equitable and complete. Thank you for your time and attention to this matter.
