Preserve Lifesaving Global HIV Programs — Fund PEPFAR Now
The President's Emergency Plan for AIDS Relief — known as PEPFAR — is one of the most celebrated bipartisan achievements in American foreign policy. Since its founding under President George W. Bush in 2003, the program has saved an estimated 26 million lives, brought HIV treatment to over 20 million people, helped nearly 8 million babies enter the world HIV-free, and tested more than 83 million people for HIV in fiscal year 2024 alone. Now, this landmark program is in serious danger.
PEPFAR has already taken a major hit from the dismantling of the U.S. Agency for International Development (USAID), which administered a significant portion of its work. Now, funding that flows through the Centers for Disease Control and Prevention (CDC) is at risk of running dry. Although Congress appropriated PEPFAR funds for FY 2026, the State Department has not transferred enough of those funds to the CDC to keep programs running past the end of June. Without immediate action, life-saving HIV prevention and treatment infrastructure around the world could face catastrophic disruption.
Making matters worse, State Department officials are reportedly working to restructure PEPFAR entirely — without consulting global health experts or Congress. Public health advocates are sounding the alarm: every day of delay puts vulnerable people at risk and threatens decades of hard-won progress.
